Larne and District Indoor Bowling League
Constitution and Rules
1 Name
The League shall be called The Larne & District Indoor Bowling League.
2 Objects
To promote and foster the game of Indoor Bowls in Larne and District.
3 Membership
Membership of the League shall be open to Clubs which play within Larne and surrounding district. Application for membership can
only be made in writing and should be sent to the League Secretary. Any application will only be considered at the Leagues Annual General Meeting, held
at end of the season, or at an Extraordinary General Meeting. Such application shall state the name and address of the Club together with the names and
addresses of the office–bearers, number of members and club playing nights.
4 Subscription
The annual subscription shall be fixed at the Annual General Meeting and be payable to the Honorary Treasurer at the beginning of the season.
5 Management
Management of the League shall be by a General Committee consisting of two representatives from each member club, each club having one vote.
The offices of Chairman and Vice–Chairman shall be filled by a nominated representative of the Clubs on a rota basis, as drawn up at the formation of the League, and added to on the addition of new clubs. The offices of Hon Secretary, Hon Treasurer, Hon Press Secretary, Hon Competition Secretary and
Hon Auditors shall be filled at Annual General Meeting.
In the event of the League Membership falling below three Clubs a meeting of representatives of the remaining clubs shall be empowered to wind up the League and hand over any remaining funds to a mutually agreed charity.
The General Purposes and Competition committee shall consist of six Officers of the League, i.e. Chairman, Vice–Chairman, Secretary, Treasurer,
Press Secretary and Competition Secretary.
6 Meetings
The Annual General Meeting shall be held at the close of each season and fourteen days notice shall be given for such meetings. The Hon. Secretary, after consultation with the Chairman, may call a Committee meeting at any time, five members being required to form a quorum. The Chairman shall, if necessary, use his casting vote at all such meetings.
Notices of motion
Such notices shall be submitted in writing to the Hon. Secretary not less than three weeks before the Annual General Meeting, or Extraordinary General Meeting, and circulated with the notice calling the meeting.
The Hon. Secretary shall keep a record of all business transacted at meetings. He will submit to the A.G.M a report on the proceedings since the last A.G.M. Each Member Club should send two representatives to the A.G.M; each club having one vote.
The Hon. Treasurer shall keep a detailed account of all financial transactions and shall submit a full account thereof, duty audited, to the A.G.M.
7 Alternation to Construction and Rules
No alternation to the Construction and Rules shall be made except by a two thirds majority of those present and entitled to vote at the A.G.M or Extraordinary General Meeting called for that purpose.
8 Competition Rules
I.I.B.A Rules will apply in all competitions except where otherwise specified by the Competition Committee. Protests and Appeals must be forwarded to the Hon. Secretary in writing within seven days of the occurrence, otherwise they will not be considered.
9 Carson Cup (League)
Member Clubs shall compete annually on a League basis for the Carson Cup. Clubs will meet once per season, the venue normally being reversed each season. Dates will be arranged at a fixture meeting to be held immediately before the season commences.
(a) Players shall be bona-fide club members and shall represent only one club per season.
(b) Games shall be of 10 ends – No trial ends.
(c) The complete draw for rinks shall be made by the Match Secretaries of the Clubs before the commencement of play and placed in the order drawn, except where mutually agreed between the clubs.
(d) All matches to commence at 7-30pm except where two clubs mutually agreed prior to the draw.
(e) In the event of two teams finishing level on points at the top of the league, when all matches are completed, the teams involved will play-off at a neutral venue to decide the winner and runners up.
(f) Two no-heads by each rink are allowed and replayed ---- But subsequent no-heads will be penalised by the award of three shots to their opponents and the end/ends counted as played.
10 The Wilson Cup
(a) Games of 12 ends -- No trial ends.
(b) Member clubs shall compete on a knock-out basis, the draw to be made for each round and each tie to be played in the hall of the first drawn club.
(c) The final will be played each year in the Chairman’s hall, or a hall of his choice.
(d) Players should be bona-fide club members and can only play for the club for which they play in the Carson Cup competition.
(e) In the event of a tie after all the rinks have played, the last rink to finish will play a tie-end(s) to decide the match. Any no-heads already incurred by a rink will carry into the tie–ends.
(f) The complete draw for rinks shall be made by the Match Secretaries of the clubs before the commencement of play and played in the order drawn except where mutually agreed prior to the draw.
(g) All matches to commence at 7-30pm except where otherwise mutually agreed.
(h) Winner and Runner–up to receive suitable trophies to be retained by the clubs.
11 The Robertson Pairs
(a) Games of 10 ends – No trial ends– 2 bowls each player.
(b) Entrants must be bona–fide members and may only enter from the club which they play for in the Carson Cup (i.e. The League)
(c) Two no–heads by each club are allowed and replayed. For any subsequent no-heads, the offending pair will be penalised by the loss of three shots to their opponents and the end/ends counted as played.
(d) In accordance with the wishes of the donor, the competition will take place each year in Craigyhill Church Hall during the week in which the 5th of February falls.
(e) Dates and Venues will be decided by the Competition Committee.
12 The Bell Rinks
(a) Games will be of 12 ends – No trial ends – 2 bowls each player.
(b) Entrants must be bona–fide club members, and may only enter from the club which they play for in the League.
(c) No head-rule for the Carson and Wilson Cups will apply.
(d) In the event of a tie at the end of the game, an extra end/ends will be played to decide the game.
(e) The visiting rink will be given the choice of a mat from a minimum of two available mats.
(f) Score cards, showing the names of the eight players taking part, to be returned as soon as possible after the game to the Competition Secretary.
13 The Engravers Shield
(a) Games of 12 ends – No trial ends
(b) Open to clubs beaten in the First and Second rounds of the Wilson Cup.
(c) Wilson Cup rules will apply to this competition, except that the final will be played each year in theVice-Chairman’s hall or hall of choice.
14 The Singles Competition
(a) Games of 10 ends – 4 bowls each player – No trial ends.
(b) Usual no-head rules apply.
(c) Date and venues will be decided by the Competition Committee.
(d) Entrants must be bona–fide club members, and may only enter from the club which they play for in the Carson Cup competition.
15 The Under 25 Singles
(a) Games of 10 ends – 4 bowls each player – No trial ends.
(b) Held each year in the Gardenmore Halls on the first Saturday in March. If for some reason this venue or date is not a viable option the competition secretary has the right to select another date or venue for this event.
(c) Entrants must be under 25 years of age on the day which the tournament is played.
(d) Entrants must be bona–fide club members, and may only enter from the club which they play for in the Carson Cup competition.
16 Footwear
Proper bowling footwear must be worn in all League Matches and Competitions in connection with The Larne and District Indoor Bowling League.
17 Substitutes
One substitute, who has not already played in the competition, is allowed in Pairs, Triples or Fours, Provided that the remainder of the original players
participate. The original player may be reinstated. Players are not allowed to interchange positions except with the introduction of a substitute, Rule 42,
Clauses J, K & M Apply.
18 Adjudication
Any matters, not covered by the foregoing rules, shall be adjudicated upon by the General Committee, as will any dispute as to the meaning or interpretation of the Rules.
